Once again the Tories are talking about social responsibility. They claim to be interested in rolling forwards the frontiers of society - which whatever they say about it basically means rolling back the state.
Cameron earlier this week launched the interim report of one of the Conservative's policy review committees. I have yet to fully digest it but it still does read along the lines of 'we really must be nicer to each other and do more to help each other'. Government's role seems to be one of exhortation. But what if this doesn't work? There doesn't seem to be an answer.
